Why they say panic attacks are not good for us, when exercise is?

Question: I just read online about panic attacks. They say that panic attacks are not good for us at a higher risk for this or that. They teach people with panic attacks do not harm them. But exercise is good for us. What? Panic is like running. Fight or Flight response.
